feat(app): SectionHeader и TileCarousel — общие виджеты редизайна

SectionHeader — заголовок блока с короткой акцентной полоской вместо разделителя. TileCarousel — горизонтальная прокрутка StatTile вместо Wrap, не требует общей высоты у детей. Оба без экрана-потребителя пока не влияют на вид приложения.
